Opis : "Prema WHO svake godine 1,2 miliona ljudi širom svijeta umre u saobraćajnim nezgodama, a 30-50 miliona ljudi se povrijedi. Povrede u drumskom saobraćaju su osmi vodeći uzrok smrti na globalnom nivou, a vodeći su uzrok smrti mladih uzrasta od 15 do 29 godina. Povrede na drumovima se trenutno procjenjuju kao deveti vodeći uzrok smrti u svim uzrasnim grupama na globalnom nivou, a predviđa se da će postati sedmi vodeći uzrok smrti do 2030. godine.
Kao priznanje razmjera ovog zdravstvenog i razvojnog problema i mogućnosti da se na njega pozitivno utiče Generalna skupština UN-a je 2010. godine usvojila rezoluciju koja je dovela do uspostavljanja Dekade djelovanja za poboljšanje sigurnosti na putevima (2011–2020). Rezolucijom se pozivaju države članice da preduzmu potrebne korake kako bi svoje puteve učinile sigurnijima.
U poređenju sa zemljama zapadne Evrope, zemlje zapadnog Balkana imaju veću stopu smrtnosti u saobraćajnim nezgodama. Evropske komisije je 2010. godine objavila novi Program o sigurnosti u saobraćaju za naredno desetljeće. Utvrđeno je sedam ciljeva i za svaki od su predložene akcije: Poboljšanje obrazovanja i osposobljavanja učesnika u saobraćaju; Poboljšanje provođenja pravila saobraćaja; Sigurnija putna infrastruktura; Sigurnija vozila; Promovisanje korišćenja modernih tehnologija za povećanje sigurnosti na putevima; Poboljšanje službi hitne pomoći i tretiranja nakon povređivanja; Zaštita ranjivih učesnika u saobraćaju.
Zemlje zapadnog Balkana su među državama koje su načelno prihvatile ideju o mogućnostima smanjenja broja žrtava u saobraćaju, ali nisu izgradile jak sistem zaštite, ne upravljaju bezbjednošću saobraćaja i bilježe velike fluktuacije u broju žrtava.
Glavni zadatak društva je stvaranje povoljnog okruženja za siguran saobraćaj u kome je potrebno da se u redovnom obrazovnom sistemu riješi pitanje obuke stručnog kadra s odgovarajućim kompetencijama u oblasti bezbjednosti saobraćaja.
U skladu s preporukama Generalne skupštine UN i ciljevima Evropske komisije nadogradnja ova dva područja, obrazovanje i informisanje, može značajno pridonijeti postizanju cilja i stvaranju efikasnijeg sistema bezbjednosti saobraćaja."
"According to WHO, every year 1.2 million people die in road crashes worldwide and 30-50 million people are injured. Road traffic injuries are the eighth leading cause of death globally, and the leading cause of death for young people aged 15–29. Road traffic injuries are currently estimated to be the ninth leading cause of death across all age groups globally, and are predicted to become the seventh leading cause of death by 2030.
In recognition of the scale of this health and development problem – and the possibility to impact positively upon it – the UN General Assembly adopted a resolution in 2010 that led to the establishment of the Decade of Action for Road Safety (2011–2020). The resolution called on Member States to take the necessary steps to make their roads safer.
Compared to West European countries the Western Balkan countries have higher road accident fatality rate. The EC in 2010. has published a new Program on traffic safety for the next decade. Seven objectives have been identified for the next decade. For each of these objectives actions will be proposed: Improving of education and training of road users; Increasing of enforcement of road rules; Safer road infrastructure; Safer vehicles; Promote the use of modern technology to increase road safety; Improving of emergency and post-injury services; Protection of vulnerable road users.
The Western Balkan countries are among the countries that have accepted in principle the idea of the possibilities of reducing the number of casualties in traffic, but they did not build a strong protection system, they fail to manage traffic safety and thus record large fluctuations in the number of casualties.
The main task of the society is to create a favorable environment for safe traffic and it is necessary in the regular school system to solve the issue of training of professional staff with appropriate competence in the field of traffic safety.
In accordance with the recommendations of the UN General Assembly and objectives of the EC the upgrading of these two areas, education and informing, can contribute significantly to achieving the objective and creation of more efficient system of traffic safety."
